You may have learned about the Spring and Autumn Period and the Warring States Period in world history, known as the “Seven Warring States.”
The seven states of “Yan,” “Qi,” “Han,” “Wei,” “Zhao,” “Chu,” and “Qin” were in conflict.
Towards the end of this era, the overwhelmingly powerful Qin and the other small states coexisted. The small states were faced with a choice of either following Qin or resisting it.
It was during this time that the phrase “Keikou Gyuhou” was born, meaning “Do not be a small country follower, be a leader among them,” referring to the “invitation to an alliance.” This phrase was used when small countries joined forces to oppose Qin.
Although the phrase suggests not becoming part of a larger organization and instead becoming a leader of an independent smaller one, it conveys the message of choosing independence even if it means being small.
