In December 2023, a large-scale survey on groping incidents, the first of its kind in Tokyo, will be conducted, showing a shift in societal attitudes towards the issue. The Tokyo Metropolitan Government has been actively addressing groping in its efforts to promote gender equality, including the introduction of women-only train cars on the Toei Oedo Line in January 2023. A survey by the Japan Youth Council targeting high school students and regular users along the Oedo Line found that a majority of respondents support the effectiveness of women-only cars in preventing sexual crimes. The survey also highlighted the need for more women-only cars in the future.
・In December 2023, the first large-scale survey on molestation in Tokyo will be conducted, indicating that the issue of molestation is steadily changing, including the societal atmosphere.
・In Tokyo, efforts to address molestation are explicitly stated in the revised “Tokyo Metropolitan Comprehensive Plan for Promoting Gender Equality” at the end of 2021 (plan period: FY2020 to FY2020). In January 2023, female-only cars were introduced on the Toei Oedo Line.
・The Japan Youth Council conducted a survey targeting high school students along the Oedo Line and general users.
・As a result, over 90% felt that female-only cars have a deterrent effect on sexual crimes such as molestation and voyeurism, and 74% of those who had never used the female-only cars on the Oedo Line were women. The answer was that more dedicated cars should be added.
・Survey method: Web questionnaire (answers were collected on the Japan Youth Council website and SNS)
・Survey target: People who have used the female-only cars on the Toei Oedo Line
・Survey period: March 16 to April 15
・Number of responses: 44 responses (including 106 responses with no usage experience)
・The most common reason for use was “to avoid molestation.”
・When asked “Do you think the introduction of female-only cars on the Oedo Line has a deterrent effect on sexual crimes such as molestation and voyeurism?”, 92% agreed (strongly agree + agree). There were zero responses of “disagree.”
